U.S. House Approves Delay of New Ozone Standards

The Automotive Service Association (ASA) reports that on July 18, the U.S. House of Representatives approved H.R. 806, the Ozone Standards Implementation Act of 2017. If enacted, the bill would phase in implementation of the 2008 and 2015 ozone standards, extending to 2025 the date for final designations under the 2015 standards.

Ozone is a contributor to smog and can be produced by vehicle exhaust, power plants and by industry.

The bill would also align permitting requirements under the phased implementation schedule. Furthermore, it would change the mandatory review of the National Ambient Air Quality Standards from five to 10

Wholesale Used Vehicle Prices Down in June Compared to May

According to ADESA report June prices were up down versus the previous month but up over the previous year.

According to the ADESA Analytical Services’ monthly analysis of Wholesale Used Vehicle Prices, average wholesale prices in June were down versus May but up on a year-over-year basis.  However, drilling down into the data once again clearly reveals price softening on a year-over-year basis when accounting for sale type, vehicle age, model class and mileage.

Generally, lower used vehicle prices increase pressure on the number of total losses impacting the collision repair industry, while rising prices allow for more collision repair

Registration Open for 20 University of the Aftermarket Online Courses

Registration is now open for 18 University of the Aftermarket online courses that cover a variety of business and aftermarket topics. Classes will begin August 28 or October 23 and run for eight or 16 weeks, depending on the course. These Fall-semester classes enable industry professionals to sharpen their business skills and earn continuing education units (CEUs) that can be applied toward their AAP (Automotive Aftermarket Professional) or MAAP (Master Automotive Aftermarket Professional) designation.

Registration is open through August 14th, but prospective students are encouraged to register early to secure spots in the classes of their choice.

U.S. House Subcommittee Unanimously Approves Self-Driving Legislation

Legislation would preempt state and local regulation of highly automated vehicles, providing the NHTSA with regulatory authority.

The introduction of automated vehicles got a boost yesterday as the U.S. House Energy and Commerce Committee Subcommittee on Digital Commerce and Consumer Protection, chaired by Rep. Bob Latta (R-OH), approved bipartisan self-driving vehicle legislation that would preempt state and local regulation in favor of federal rules on self-driving vehicles. The legislation provides the National Highway Traffic Safety Administration (NHTSA) with authority to regulate highly automated vehicles.

The U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) announced that it is reexamining a rule that adjusts civil penalties related to the Corporate Average Fuel Economy (CAFE) standards for inflation.
